Planning legislation introduced in September 2004 requires the preparation of a Statement of Community Involvement (SCI).
The SCI explains how Lancashire County Council will encourage participation in shaping the Minerals and Waste Development Framework (MWDF) that is to be jointly prepared with Blackpool Borough Council and Blackburn with Darwen Borough Council (collectively referred to as the Joint Authorities).
The Statement also describes when and how individuals and organisations can get involved in planning applications Lancashire County Council is responsible for determining, and sets out what the County Council will expect potential developers to do to involve the community before they submit significant planning applications.
The SCI is no longer being produced as a joint document of the three authorities (the County Council and Blackburn with Darwen and Blackpool Borough Councils) which are jointly preparing the Joint Lancashire Minerals and Waste Development Framework. According to Government advice each authority is now expected to prepare a separate SCI which should be consistent in respect of community involvement in the preparation of the Joint Minerals and Waste Development Framework.
