Policy 86 of Lancashire’s Minerals and Waste Local Plan ' General Development and Waste Minimisation' requires development proposals to include details of measures to minimise waste and manage its effects. It explains that applications that do not adequately address these requirements will not be permitted.
We have prepared guidance for applicants and local authorities in the form of a Supplementary Planning Document (SPD) to provide detailed guidance as to how this planning policy should be implemented.
The SPD has been prepared with the assistance of District Local Authorities, the waste industry and other relevant bodies, and the Government's Waste & Resources Action Programme (WRAP) and offers guidance on three key issues:
Early discussions were held with interested stakeholders in Spring and Summer 2006, and a consultation document published in November 2006. Following consideration of these representations and further advice from WRAP, the Joint Plan Authorities adopted the final SPD on 12 July 2007. The final adopted SPD can be viewed below together with a consultation statement and adoption statement.
