Lancashire Minerals and Waste Development Framework

The Planning and Compulsory Purchase Act 2004 introduced a fundamental reform of the Planning System, including the replacement of the existing land use Development Plan System (consisting of Structure Plans and Local Plans) with a new system of Regional Spatial Strategies and Local Development Frameworks.

As a result, the current Lancashire Minerals and Waste Local Plan will be replaced by a Minerals and Waste Development Framework (MWDF) produced jointly by Lancashire County Council, Blackpool Borough Council and Blackburn with Darwen Borough Council (the ‘Joint Authorities’).

The Minerals and Waste Development Framework (MWDF) will act as a folder in which Minerals and Waste Development Plan Documents (MWDPDs) are placed. Together, the MWDPDs provide the framework for delivering the spatial planning strategy for minerals and waste in Lancashire. The purpose of this folder of documents is to make the reviewing and monitoring of plans an ongoing process.

Documents making up the MWDF

The first document to be produced by the Joint Authorities is the Minerals and Waste Development Scheme for Lancashire, which sets out the various documents to be prepared and the timetable for their production . The scheme is reviewed and rolled forward each year.

One area the Government wishes to see improved is the way the public is involved in the planning process. To this end, we have prepared a Statement of Community Involvement. This document sets out how the Council intends to achieve greater public participation both during the preparation of the Minerals and Waste Development Framework and in the determination of planning applications.

The Minerals and Waste Development Framework will also contain various Development Plan Documents, including:

  • A Core Strategy
  • Generic Development Control Policies
  • Site Specific Policies and Allocations
  • Proposals Map
