LMWLP 2006

Adopted Plan

The Lancashire Minerals and Waste Local Plan (LMWLP) 2006 came into operation on the 28th December 2001. It is a joint plan of Lancashire County Council, Blackburn with Darwen Borough Council and Blackpool Borough Council. Within the context of the broad policies of the Lancashire Structure Plan 1991-2006, the Local Plan provides the main guide for making decisions on Minerals and Waste Developments in Lancashire, including areas administered by the Unitary Authorities of Blackburn-with-Darwen Borough and Blackpool Borough Councils.

Following the Government's decision to reform the planning system the Minerals and Waste Local Plan will eventually be replaced by a Minerals and Waste Development Framework.  In the meantime, important changes have occurred which affect the operation of the Local Plan.  These changes mean that a number of policies of the Local Plan expired on 27 September 2007 and can no longer be applied in the process of determining planning applications.  An explanatory note has been prepared as an addendum to the Local Plan.  This note explains the reasons for these changes and presents the Secretary of State’s Direction on this matter.
