Council Champions
The Cabinet has appointed the following Champions.
Champion for Older People - Dorothy Westell
To assist the Leader and appropriate Portfolio Holders by advising on service issues across Directorates which support and encourage active, independent and healthy lives for older people.
Champion for Young People - Sean Serridge
To assist the Leader and appropriate Portfolio Holders on efforts across Directorates to provide high quality employment opportunities and apprenticeships for young people, and to encourage external organisations to do likewise.
Champion for Parishes - Albert Atkinson
To assist the Leader and appropriate Portfolio Holders by advising on ways to sustain and improve effective working relationships between the County Council and Parish and Town Councils in Lancashire.
Resources
Each Champion is allocated each year a sum of £10,000 for use at their discretion to finance their activities, including expenses, travel costs etc associated with, for example, organising and attending meetings, seminars and conferences and other similar events, and such other incidental costs necessary to enable them to fulfil their roles.
To meet legal requirements, routine expenditure under the allowance is approved by the Chief Executive, or a senior officer nominated on his behalf, under the Scheme of Delegation to Chief Officers.
If in exceptional circumstances a Champion proposes that part of their annual allowance be used for purposes other than the sort of expenditure described above, for example to pay any grant or loan to an outside body, the approval of the Cabinet Member for Resources & Performance, with advice from the Executive Director of Resources, must be obtained before any commitment is given.
An officer has been nominated by the Chief Executive to process financial approvals.
Accountability
Each Champion is required to prepare in June each year an annual report to the Cabinet on their activities in the preceding financial year.
Special Responsibility Allowance
Champions receive a Special Responsibility Allowance under the Council's Members' Allowances Scheme.
