The 'old' committee system for managing our services served the County Council and Lancashire well for over a century. But people now need a more streamlined, open and responsive Council that works more effectively with local communities and other partners to deliver the quality services that Lancashire people want.

We have therefore adopted a new framework for quicker, clearer and more accountable decision-making. Our Constitution represents a major step towards democratic renewal and modernisation.

There is, of course, more to democratic renewal than structural change and new procedures. Our ultimate goals are innovative ways of working with local communities, stronger partnership working, higher ethical standards and improved performance. These are challenges for us all.

I hope you will find our Constitution helpful in explaining the new ways in which we conduct our business.
